Principal Technical Safety Engineer required for a leading role in a new team supporting offshore and onshore engineering design and implementation projects.

Purpose/Role

Principal Process Engineer within the BP North Sea Region Projects executing onshore and offshore projects. Execute process discipline engineering activities within the budget and schedule, maintain technical integrity 

Key aims and objectives

• To act at all times in accordance with the Policy on Health, Safety and the Environment
• Supervise Graduate and Senior Process Engineers
• Shall ensure that all allocated responsibilities are dealt with properly
• Ensure that the client business drivers and company performance incentives are fully understood by all discipline personnel being supervised
• Maintain technical integrity within discipline

Prime responsibilities and duties

• Achieve safety standards as defined in personal performance contract
• Responsible for assessing effectiveness of working practices and systems with a view to continuously improving systems, personal and team performance
• Carry out work in accordance with relevant Health, Safety, Environmental and Quality systems
• Ability to handle discussions and run meetings with client engineers
• Ability to run groups in development of studies and Front End Engineering Development projects and Detailed Engineering projects
• Ensure that the technical competence of Process engineers is matched to the work in hand
• Maintain the required technical quality of work produced by discipline assigned staff
• Ensure that the work output of discipline engineers complies with the relevant procedures
• Provide technical assistance to discipline staff as required
• Ensure, as far as is practically possible, that all assigned work us carried out in compliance with agreed budget and schedule
• Keep up to date with technical developments, National and International standards and legislative requirements related to the general scope
• Assist in developing the knowledge and skills of the Process Engineers, including assisting in the training and technical development of engineers
• Prepare estimates and assist in the review of proposed schedules

Implement, Maintain and provided Assure compliance with the risk Management process level at a programme and project level. 
Develop / Enhance  processes / procedures and  establish a reporting criteria which assists the programme / project in delivering business objectives

Ensure IM delivery achieves the agreed project targets / milestones  and expectations

Prime responsibilities and duties
Facilitate  workshops and engage the project management team in the identification and qualitative assessment of risks to project targets, activities and objectives.
• Support risk owners in the identification of action plans, and alternative options to address identified risks.
• Develop a project risk register which will act as a repository for all risk related information. including but not limited to risk profiles, action plans, risk owners, planned and actual commencement and completion dates.
• Provide guidance and  support to the unit team and monitor the application of the tools used within the risk management process.
• Support managers of the functional or discipline groups in the familiarisation and consistent application of risk management tools and process.
• Support project manager in mapping risks onto key activities for escalation to Programme level
• Interview risk owners in relation to risks in order to promote regular reporting and assist in informed decision making.
• Maintain a high level awareness and application of risk management within each project
• Suppport and encourage managers and units in the use of Decision Risk Analysis as a valuable means of further demonstrating decision making processes and supporting business case submissions.
• Provide assurance to the commercial manager as to the level of implementation and effectiveness of the Risk management Process across projects,  demonstrating compliance with the RM process.
• Presentations on Risk Management topics to internal audiences
• Implementing the use of Value Improving Practices and Lessons Learned

Occasional Duties
Facilitate and attend meetings with management and Clients
Prepare and perform presentations on all aspects of Risk Management
Prepare and perform roll outs of systems and processes to project personnel

 The HSE administrator is primarily responsible for ensuring the collection and processing of data for the project.  They will be responsible for looking at trends and  working with the hse advisor /manager to  develop interventions to  ensure that adverse trends are addressed. Key issues will include the development of communication processes  for the project  and with corporate functions. The HSE administrator is  expected to help deliver  some training  programmes,  work with the trackwise system ensuring data accuracy and   tracking of   targets  .

Other actions include:

·         Provide support for the client where necessary

·         Update figures for monthly report (DSE, Safety Watch Cards & one page summary)

·         Provide support for Contract Manager, HSSE Manager and HSSE team

·         Supporting the project and corporate improvement plan

·         PPE ordering and management of safety supplies

·         Deliver Contract Inductions

·         Review and update contract HSSE documents

·         Raise Training Req’s for HSSE team

·         Ensure completion of site inspections and produce reports with recommendations

·         Input incidents into Trackwise and ensure action close out

·         Compile monthly performance data (narrative and barometer) and distribute

·         Analyze performance data

·         Compile associated HSSE presentations for contract manager as required

·         Compile HSSE News for project

·         Assist with office risk assessments including expectant mothers and young persons

·         Administer DSEasy, DSE assessment database and close out assessments

·         Manage project/update project register of safety alerts received

·         Emergency response-Any updates carried out on data sheets and copy put in ER room folder

 

Must be proficient in excel , word and power point

Good IT skills

Knowledge of Access  would be preferred

Knowledge of RIDDOR and osha reporting categories

Ideally have NEBOSH certificate or equivalent

Must be able to work independently

Ideally with BOSIET

Must be a good communicator

Must have experience in presenting to groups
